Title III of the Clean Air Act Amendment of 1990 describes a list of 189 Hazardous Air Pollutants (HAP). The HAPs were separated using boiling point and vapor pressure data into volatility classes, one volatility class is Volatile Organic Compounds (VOCs).

VOCs include hydrocarbons, oxygenated hydrocarbons, and organic compounds containing nitrogen or sulfur. Some VOCs are potentially hazardous toxic organic vapors and others are potential ozone precursors. VOCs are emitted from a variety of industrial and commercial facilities into the atmosphere and pose a potential health hazard to industrial workers in particular and the public in general.
